- The role of companies in the NRRP framework
The NRRP is an investment programme financed through the European Union's Next Generation EU fund, created to deal with the consequences of the COVID-19 emergency. A transformative, long-term project, which aims to support the country's economic recovery through innovative, improving and sustainable interventions.
The National Recovery and Resilience Plan (NRRP) provides a stratified structure that develops around three strategic axes established at European level.
The NRRP investment projects are divided into 16 components grouped into 6 missions which, in turn, branch into detailed and concrete measures. These measures constitute the set of actions planned to achieve the objectives of the individual missions. All projects are supported by reform packages that represent the regulatory, institutional or structural changes necessary to effectively implement the measures.
Based on the structure described, the National Recovery and Resilience Plan develops around the following three strategic axes:
Digitalisation and innovation: digitising and innovating processes, products and services through investments in technology, infrastructure and digital processes with the aim of improving the country's competitiveness at an international level |

Ecological transition: reducing polluting emissions, combating territorial instability and minimising the impact of production activities on the environment, as indicated by the directives of the UN 2030 Agenda — these are the objectives of the European development model as well as the essential requirements to contribute to the ecological transition |

Social inclusion: the main priorities of social inclusion are gender equality, the empowerment of young people and the overcoming of territorial gaps — three fundamental objectives to overcome inequalities and help the economic growth of the country |
The 16 components into which the NRRP investment plans are divided are contained within six missions, or main thematic areas, on which it is planned to intervene, namely:
To fully grasp the spirit with which the National Recovery and Resilience Plan was developed, it is important to understand the role and meaning of the word "resilience" in its context.
In the context of the NRRP, the concept of resilience means a country's ability to face an economic, social and health crisis by adapting and reacting effectively to a negative impact, in this case linked to the consequences of Covid-19.
The goal is to return to a condition of normality, transforming the moment of crisis into an opportunity for sustainable and inclusive social, economic and cultural growth.
The funds from the National Recovery and Resilience Plan (NRRP) are intended for a series of key sectors with the aim of stimulating the country's economic growth, increasing its social and environmental resilience and modernising its infrastructure. They range from public bodies to small and medium-sized enterprises, from education and research institutes to individual citizens, with the common aim of playing an active role in the country's transformation process.
Here are the main sectors that benefit from the NRRP and its funds:
As we have seen, the NRRP develops around 3 strategic axes and has a complex organisational structure made up of missions, components, measures, and reforms.
The ecological transition sector is associated with the mission "Green revolution and ecological transition", which is divided into 4 components, one of which, component 4, concerns the protection of the territory and water resources and, in line with SDG 13 of UN Agenda 2030, aims to implement the strategies necessary to make the country more resilient to climate change by protecting its nature and biodiversity.
In turn, Component 4 is divided into 4 measures; Measure 4, in particular, concerns the sustainable management of water resources along the entire cycle and the improvement of the environmental quality of internal and maritime waters.
Acea is actively involved in various NRRP projects and works in the water sector, mainly aimed at improving the safety and efficiency of infrastructures.
The funding received from the National Recovery and Resilience Plan in the water sector is intended for improvements to the supply and distribution networks, the recovery of losses (which also includes digitalisation and monitoring of the networks) and the efficiency of sewerage and purification services.
As regards interventions on aqueducts and large works from a NRRP perspective, Acea is currently involved in securing and modernising the Peschiera aqueduct system, fundamental for the water supply of Rome and its province.
The main modernisation intervention, called "New Upper Section of the Peschiera Aqueduct", is supported by four sub-projects which benefit from a share of funding from the National Recovery and Resilience Plan (NRRP).
The digitalisation and efficiency of water networks require numerous interventions aimed at reducing losses — from continuous monitoring to the installation of smart instruments for measuring flow rates and pressures, from extraordinary maintenance to division into districts. These interventions involve various cities in Lazio and numerous municipalities within Rome.
There are various projects and works in the NRRP context that Acea is implementing to strengthen and optimise the purification, sewerage and sludge management systems. These interventions, distributed in various areas of the Lazio region, aim to ensure more efficient, safe and sustainable wastewater treatment.
